I'm trying to copy & paste but I keep getting a message that says "Could not complete copy command because the selected area is empty."
I'm not using my background, I added another layer.

You keep getting this message because you are trying to copy from the new layer which is empty; the image is still on the background. By default, the selection only applies to the active layer. This image shows your mistake. You need to make sure the background is selected when you copy.
