I am using photoshop to combine two pictures. I open the first picture, then paste in the second picture. Once the second picture is pasted, I want to rotate it. I do not want the first one to be rotated.
How can I do this?

In Photoshop, when you paste a new picture into an existing picture, a new layer will be created. To edit the new layer, just select it then go to Edit > Free Transform (Ctrl+T).
