There is no need to register if you only want to ask or answer questions. However, registering does allow you to earn reputation, a measure of how much the community trusts you, which gives you more privileges on this site (vote, edit, comment, etc...).

Instead of forcing you to create and remember yet another user name and password, we allow a reputable provider, such as Google or Yahoo, to tell us who you are. Just click on one the links on the login page and log in to the website using your existing user name and password.

If you don't have an account from one of the listed sites, you can create a free open id at www.myopenid.com. I know its seems a little strange but new website are starting to use this approach so your bound to do it sooner or later.
